The gauge can be activated using the diagnostic tool.Information on engine speed is sent as bus information from the engine control module and can be read using the diagnostic tool.
Check wiring harness.
Jiggle the wiring harness at several points and in different directions to reveal intermittent breaks and short-circuits in the leads.
