Not until the clutch is open can the +50 power supply pass via the control module to the starter motor relay.
The engine can also be started if the gear lever is in reverse, but in that case the brake pedal must first be depressed. If it is not, the clutch will not open and allow the +50 power supply to pass via the control module to the starter motor relay.
The purpose of this function is to make the driver aware that the gear lever is in reverse and so prevent the car from accidentally moving off when the ignition is switched on if it is parked on a slope with a gear engaged but with the handbrake off.
